Register as an Intending Participant in the NEM
Any person, business or organisation that is intending to act in a Registered Participant category in the National Electricity Market (NEM) can apply to be registered as an Intending Participant. By registering in this category, successful applicants are able to gain access to certain data under the National Electricity Rules (NER). However, registration is optional.
To register as an Intending Participant, the person must ‘reasonably satisfy’ AEMO that it intends to carry out an activity for which it must, or may, be registered as a participant in the NEM.
If you are intending to develop plant and to sell the asset to another person before registration, please submit an application to be a Project Developer.
This page provides an overview of the processes and tasks required to register as an Intending Participant.
Category and classification
To confirm you are registering in the correct category for the NEM, visit Electricity Market Participants.
These are the forms and documents needed to register as an Intending Participant.
The Application for Registration in the NEM form must be completed to register as an Intending Participant. The form provides further details about what is required for registration, and should be read in conjunction with the NEM Registration Checklist.
For generators or customers who are seeking to register as an intending participant, please review the AEMO Intending Participant Guidelines – Customer and Generator.
If you receive a ‘please wait’ notification when you click through to the application form, you may need to upgrade your version of Adobe Reader. If you still get the ‘please wait’ message, follow these steps:
- With the message display, right-click and save the form.
- Go to the location where the document has been saved and open the document.
- The ‘please wait’ message may still display, but it will now show an option to ‘enable all features’ at the top of the message. Click on the ‘enable all features’ button.
- The form will display.
The following guidelines outline what AEMO requires to be ‘reasonably satisfied’ that an applicant intends to carry out an activity for which it must, or may, be a Registered Participant. They also clarify the information AEMO’s internal committee requires in its assessment of Generator or Customer applications for registration as an Intending Participant.
In addition, the NEM Registration Checklist provides a detailed overview of the information requirements for registration.
Fees and charges
Participants must pay a fee to register; these are outlined on the NEM Fees and charges page.
Rights and Obligations
As required by clause 2.7(d) of the NER, the following document outlines the rights and obligations of Intending Participants as specified by AEMO and approved by the AEMC. This document is pending review.
